Bank customers can escalate a complaint to Sanadak, an independent body set up to handle disputes between customers and financial institutions, once the bank’s own complaints process has been exhausted. Separately, dedicated committees can decide financial disputes up to AED 100,000, which covers a large share of everyday consumer banking complaints. These routes are faster and cheaper than a court case, and a lawyer can prepare a complaint that is properly evidenced rather than merely angry, which materially changes how it is received. Companies and traders come under the Financial Restructuring and Bankruptcy Law, Federal Decree-Law No. 51 of 2023, which took effect in May 2024 and offers court-supervised tools such as preventive settlement and restructuring, so a viable business can keep trading while it deals with its debts. Individuals who are not traders come under a separate law, Federal Decree-Law No. 19 of 2019 on Insolvency. Crucially, an honest person who genuinely cannot pay is not imprisoned for the debt itself, although fraud, hiding assets, and bad faith towards creditors remain criminal. Negotiating with the bank early, before enforcement and travel bans begin, almost always produces a better result than waiting.
